Silverton homicide victim identified, suspect hospitalized

Police identified the Silverton woman killed Saturday as Cassandra K. Wagner, 50.

They found Wagner dead at her home in the 200 block of Olson Road after reports of shots fired. The man suspected of killing Wagner, Jason Clifford Down, was taken by Life Flight to a Portland Hospital early today.

Wagner got a restraining order against Down on July 21 from Marion County Judge Audrey Broyles. He was arrested on Aug. 4 for violating the retraining order. He plead guilty to and was convicted of contempt of court Aug. 14 for violating the order.

He also plead guilty and was convicted of assault 4 in 2013 and ordered to take parenting and anger management classes.

UPDATE at 11:34 a.m. Sunday

The man police suspect of killing a woman in Silverton Saturday has been found.

Suspect Jason Clifford Down, 43, showed up at Silverton Hospital early this morning with serious injuries and was taken by Life Flight to a Portland Hospital, according to Silverton Police.

Down arrived at Silverton Hospital around 6:30 a.m. seeking treatment for injuries he received overnight, according to police. Police don't know how he received his injuries, but they are currently investigating the circumstances.

Down was taken by Life-Flight to a Portland Hospital for treatment at around 8:15 a.m. At this time Down is not in custody, Police said, but law enforcement personnel are with him.

Police will release the name of the victim once her family has been notified, Police said.

Providence Benedictine Nursing Center in Mt. Angel was placed on lock down last night after the homicide. A Portland television station is reporting that the victim worked at the center.

It's the second homicide on the same block in Silverton this year. On Dec. 2, police found Lamoreaux, 30, dead inside his home on the 200 block of Olson Road. Uriah McKinley was sentenced to 25 years this month for killing Lamoreaux.

UPDATE at 8:40 a.m. Sunday

Silverton Police were called to the 200 block of Olson Rd in Silverton after a caller reported hearing shots. Officers found a woman who had been shot to death at a residence.

Officials have yet to identify the woman who died pending notification of family.

Investigators report they have located suspect Jason Clifford Down, 43.

An emergency incident in Silverton on Saturday afternoon drew a heavy police response to a house off S Water Street near Central Street and Olson Road.

Silverton Police, the Marion County Sheriff's Office, Oregon State Police and the Woodburn SWAT team closed off a portion of S Water Street around 4:30 p.m.

But even hours later, officials are still silent on what had happened.

Concerned bystanders quickly gathered on S Water Street, watching the police activity further down the road. Multiple people said they had heard a person had been shot. It was unclear whether there was a shooter and whether that person was still at large or had been taken into custody.

One neighbor said she did not hear gunshots, but did hear the arrival of the emergency responders. She said she wanted to know if the gunman was still at large and was worried that nothing had been relayed via police.

"I just hope they catch him before it gets dark," she said.

An ambulance could be seen arriving on the scene and later leaving, lights and sirens silent. A vehicle with the Crisis Chaplaincy Service arrived and left shortly thereafter.

Around 6 p.m., however, several units, including the Woodburn SWAT and a number of other offices, quickly sped away from the scene with lights and sirens blazing.

Dispatchers for Silverton Police and officers on the scene declined to provide information or say whether there was a spokesperson.
