Three Hubbard men arrested in meth bust after months-long investigation

Three Hubbard men were arrested in a drug bust where police seized more than 76 pounds of methamphetamine, more than $50,000 in cash and handguns.

Investigators with the DEA and the Linn County Inter-Agency Narcotics Enforcement, or LINE, arrested three men over the course of three days in following a months-long drug investigation.

Police identified Rafael Ceballos-Castillo, 49, as a supplier of methamphetamine, heroin and cocaine in the Linn County area in July , according to the DEA.

On Monday, police arrested Ceballos-Castillo in Springfield and found more than $50,000 in cash. Later that day, police served a search warrant at his Hubbard home and found roughly 57 pounds of methamphetamine, one kilogram of cocaine, and .45 caliber semi-automatic handgun.

Police seized more than 13 pounds of methamphetamine, over one pound of heroin, and a loaded Smith and Wesson .357 caliber revolver with ammunition in a search of another home in Salem. Officials did not state whether the home was owned or rented by Ceballos-Castillo.

Ceballos-Castillo's son, Rafael Ceballos Jr., 20, was arrested on an unrelated warrant. Ceballos was wanted after fleeing or attempting to elude a police officer in June 2017, according to the Marion County Circuit Court. He allegedly drove away from a police officer during an attempted traffic stop. 

Ceballos-Castillo's brother, Jose Ceballos-Castillo, 28, was arrested Thursday.

"These arrests and seizures are the result of a significant joint investigation by local and federal law enforcement to combat the destruction wrought by methamphetamine abuse in the Linn County community," said Billy J. Williams, United States Attorney for the District of Oregon.

The three have been charged with conspiracy to possess with intent to distribute methamphetamine.

In addition to the meth, police also seized roughly 2.5 pounds of cocaine, 1 pound of heroin, two handguns, drug paraphernalia and a money counter.  

The DEA was assisted by the Clackamas County Interagency Task Force (CCITF), the Federal Bureau of Investigation (FBI), Salem Police Department Street Crimes Unit, the Springfield Police Department, and the Hubbard Police Department.

Assistant U.S. Attorney Joseph Huynh is prosecuting the case. 

Ceballos-Castillo was sentenced to probation after pleading guilty to delivering marijuana for payment in 1997, according to Marion County Circuit Court records.
